Clarifies that $500,000 appropriated in Act 183, Session Laws of Hawaii 2017, shall be deposited into the food safety certification costs grant program special fund.

Appropriates $500,000 out of the food safety certification costs grant program special fund for fiscal year 2018-2019 for the food safety certification costs grant program to be expended by the Department of Agriculture.

Amends Act 183 to specify that the $500,000 general revenue appropriation is for fiscal year 2018-2019 and is to be deposited into the special fund, rather than for fiscal year 2017-2018 as originally stated.

Establishes the proper accounting mechanism to ensure moneys flow from general revenues into the special fund and are then appropriated out for program purposes.

Takes effect July 1, 2050.
