Amends Section 235-110.93, Hawaii Revised Statutes, to extend the deadline for the Department of Agriculture to certify important agricultural land qualified agricultural cost tax credits through taxable year 2021.

Replaces the previous limit of "the fourth taxable year following the taxable year during which the credits are first claimed" with a specific cutoff date of December 31, 2021.

Allows taxpayers with accumulated but unclaimed certified credits to continue claiming those credits in subsequent taxable years until exhausted, regardless of the certification deadline.

Takes effect upon approval.
