Establishes the Agricultural Land Acquisition Fund within the state treasury to be administered by the agribusiness development corporation and funded by legislative appropriations, environmental response and energy tax revenues, and gifts or grants from public and private sources.

Authorizes the fund to be used for acquisition, administration, maintenance, and management of agricultural lands and irrigation systems to improve food security and increase diversified agriculture production.

Amends the environmental response, energy, and food security tax under Section 243-3.5 to direct a portion of petroleum product and fossil fuel tax revenues to the new Agricultural Land Acquisition Fund (specific tax percentages left blank in the bill).

Appropriates unspecified amounts from general revenues for fiscal year 2018-2019 into the Agricultural Land Acquisition Fund and from the fund for agricultural land acquisition and management activities.

Addresses Hawaii's declining agricultural production by providing state acquisition of fallow agricultural lands (particularly former sugar and pineapple plantations) to support the governor's goal of doubling Hawaii's food production by 2020 and meet constitutional conservation mandates.
