Amends Hawaii's Good Samaritan Law to provide civil liability protection for persons who in good faith, without remuneration, attempt to rescue a drowning person using a rescue tube, except in cases of gross negligence or wanton acts or omissions.

Provides civil liability protection for owners or operators of premises, property, or facilities adjacent to navigable waters where rescue tubes are located for any acts or omissions relating to the storage, maintenance, or use of rescue tubes.

Defines "rescue tube" as a flotation device used for water rescues that helps support the victim's and rescuer's weight.

Addresses Hawaii's drowning crisis, noting that nearly half of all non-resident fatal injuries are caused by drowning with approximately 80 percent occurring in the ocean, and approximately one person drowns weekly in Hawaii's oceans.

Takes effect upon approval with no effect on rights, duties, penalties, or proceedings that matured or began before the effective date.
