Changes the driver's license requirement for operating autocycles from a Type 3 license (motorcycle license) to a Type 3 license under the revised licensing category structure in Section 286-102(b)(3)

Removes autocycles from the motorcycle licensing category (286-102(b)(2)) and places them in the passenger vehicle licensing category (286-102(b)(3)) alongside passenger cars, buses for 15 or fewer occupants, and trucks/vans under 18,000 pounds gross vehicle weight rating

Amends Section 286-71 to clarify that autocycle operators must possess a valid Type 3 driver's license and have the autocycle properly registered
