• Amends Hawaii Revised Statutes Section 387-2 to establish a series of minimum wage increases beginning January 1, 2018, reaching $15.00 per hour by January 1, 2023.

• Sets minimum wage rates at: $10.10 (2018), $11.00 (2019), $12.00 (2020), $13.00 (2021), $14.00 (2022), and $15.00 (2023).

• Requires the Department of Business, Economic Development, and Tourism to conduct an assessment of what constitutes a living wage in Hawaii and submit findings and recommendations to the legislature by January 1, 2020.

• Takes effect upon approval.
