Amends Chapter 346, Hawaii Revised Statutes to establish a new health care premium assistance program through the Department of Human Services.

Provides 100% coverage of health insurance costs for individuals with family income at or below the federal poverty level.

Provides tiered subsidy levels of 75%, 50%, and 25% of health insurance costs for individuals with family income between 100% and unspecified percentage thresholds of the federal poverty level (specific percentages left blank in bill text).

Authorizes the director to adopt administrative rules under Chapter 91 to implement the program.
