SB 2111 Summary

• Establishes a two-year agricultural theft and vandalism pilot project in Hawaii County to examine the effectiveness of prosecuting agricultural theft and vandalism cases

• Department of Agriculture shall partner with Hawaii County to hire two enforcement officers within the prosecuting attorney's office or law enforcement agency

• Department of Agriculture must assess the pilot project's effectiveness by January 1, 2020, including number of convictions, best practices for prosecution and prevention, and areas where theft/vandalism are most prevalent

• Department shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular legislative session

• Appropriates general revenue funds for fiscal year 2018-2019 to establish and implement the pilot project, including hiring 2.0 full-time equivalent enforcement officers
