S.B. 2113 Summary

• Prohibits manufacturers and contract testing facilities in Hawaii from using animal test methods for cosmetics or household product testing if an alternative test method is available that provides equivalent or better scientific quality.

• Allows animal testing to continue when required by state or federal agencies, or when necessary to protect Hawaii's agricultural industry, environment, or public health and safety.

• Exempts medical research, neuroscience, basic science testing, education, and research from the prohibition on animal testing.

• Establishes that alternative methods include computational toxicology, high throughput screening, in vitro studies, and other validated testing methods adopted by federal regulatory agencies.

• Authorizes the attorney general to bring civil action for injunctive relief and impose civil fines up to $5,000 for violations, with an effective date of July 1, 2050.
