Establishes the biosecurity emergency response special fund within the Department of Agriculture to support rapid multiagency responses to newly detected terrestrial and aquatic biosecurity threats at or beyond ports.

Authorizes the Department of Agriculture to request the governor declare a biosecurity emergency when newly detected threats pose substantial risk to agriculture, commerce, economy, environment, or public health.

Permits the department to expend funds from the special fund without legislative approval and without regard to chapters 36, 37, 89, and 103D once the governor declares a biosecurity emergency.

Requires the department to provide an accounting of all expenditures from the fund in its annual report to the legislature.

Appropriates funds from general revenues to the biosecurity emergency response special fund for fiscal year 2018-2019 (specific amount left blank in bill text).
