Requires that at least 25% of parking stalls in residential multi-unit buildings with 20+ stalls and commercial buildings with 40+ stalls built after July 1, 2018 be electric vehicle charger ready with minimum 9 kilowatts capacity.

Clarifies electric vehicle parking fee exemptions to limit metered parking exemption to 2.5 hours or the meter's maximum time, whichever is longer.

Limits non-metered parking fee exemptions to the initial 24 hours under any daily, weekly, monthly, or annual permit.

Specifies that at state airports, electric vehicle parking exemptions are limited to 24 hours maximum, after which regular per-hour or daily/monthly rates apply; prohibits card activation fees for monthly airport parking.

Extends electric vehicle parking fee exemptions for state authority parking through June 30, 2024; provides these exemptions until January 28, 2045 for county authorities.
