Extends the pesticide subsidy program manager position through June 30, 2022, to process subsidy applications for pesticide costs incurred during the final year of the coffee berry borer program (July 1, 2020 to June 30, 2021).

Maintains the manager position's exemption from civil service (Chapter 76) and collective bargaining (Chapter 89) requirements of Hawaii Revised Statutes through the extended expiration date.

Preserves the manager position salary cap of not more than $50,000 per year, consistent with prior law.

Allows coffee growers to submit subsidy applications for final-year pesticide purchases during the fiscal year following the program sunset (July 1, 2021 to June 30, 2022), requiring manager position continuity to process these claims.
