Expands mandatory training requirements on native Hawaiian and Hawaiian rights to additional state and county government decision-makers, including state legislators, judges, department directors and deputies, county council members, and planning officials.

Requires all newly appointed or hired officials to complete the Office of Hawaiian Affairs training course within twelve months; existing officials must complete training within twelve months of the bill's enactment.

Training course must cover historical information, state laws, constitutional provisions, and court rulings protecting native Hawaiian rights, as well as public trust resources and their importance to native Hawaiians.

Office of Hawaiian Affairs shall offer training at least twice per year at its own expense and must provide teleconferencing resources where appropriate.

Governor and county mayors must provide names of required trainees to the Office of Hawaiian Affairs within thirty days of appointment, election, or hire.
