Amends Hawaii Revised Statutes Section 17-3 to modify deadlines for filling state senate vacancies by adjusting nomination paper filing deadlines and party notification requirements to the chief election officer.

Changes the deadline for nominating candidates when a vacancy occurs between the primary filing deadline and 95 days before the general election from 40 days to 75 days prior to the general election.

Requires party county committees to notify the chief election officer of nominated candidates and specifies that nominated candidates must complete application forms and take required oaths or affirmations.

Clarifies that nomination filing deadlines are 10 days after a vacancy occurs (or the first working day thereafter if that date falls on a weekend or holiday) when a vacancy occurs close to the primary election filing deadline.

Effective date is July 1, 2035.
