SB2150 Summary

• Amends Act 195, Session Laws of Hawaii 2017 to appropriate supplemental operating and capital improvement funds for the Hawaii Judiciary for fiscal years 2017-2019.

• Provides $450,000 in fiscal year 2018-2019 for general civil legal services to indigent residents with income not exceeding 250% of federal poverty level, distributed through qualified nonprofit legal service providers with 501(c)(3) status.

• Authorizes capital improvement projects including water intrusion mitigation at Ewa District Court ($220,000), roof fall protection and re-roofing ($200,000), security improvements at Hoapili Hale on Maui ($1,600,000), fire alarm and elevator upgrades at Kaahumanu Hale ($1,265,000), storm/sewer system separation at Kapuaiwa Building ($675,000), and Kauai Judiciary Complex repairs ($1,100,000).

• Increases general obligation bond authorization from $9,350,000 to $16,250,000 to fund capital projects.

• Establishes a judiciary project adjustment fund to receive unrequired bond fund balances and allows the Chief Justice to make supplemental allotments for capital projects without expanding project scope.
