Requires shippers receiving fireworks imported into Hawaii or transported between counties to notify the destination county fire chief before shipment, specifying whether distribution will be pier-to-pier, pier-to-warehouse, or pier-to-redistribution.

Authorizes purchase and use of consumer fireworks, aerial devices, display fireworks, or articles pyrotechnic in film and movie productions with a valid county permit.

Authorizes testing, disposal, and destruction of illegal or unwanted fireworks by appropriate county authorities having jurisdiction.

Changes display fireworks labeling requirement from "nine inches by nine inches" to "nine square inches," allowing smaller labels for items too small to display the larger size.

Effective date: July 1, 2050.
