Establishes a reduced ignition propensity cigarette program special fund in the state treasury to receive all moneys collected by the state fire council from reduced ignition propensity cigarette program fees.

Authorizes the state fire council to expend moneys from this fund to defray costs of fire and life safety programs and activities of the council.

Permits the state fire council to employ one full-time administrator and one full-time assistant, or alternatively employ other part-time personnel, using fund moneys.

Specifies that the state fire council's duties include adopting administrative rules, receiving manufacturer certifications for cigarette brands, compiling and posting lists of certified brands, reviewing alternative test methods, and submitting cigarettes for laboratory testing as needed.

Effective date: January 1, 2050.
