Authorizes naturopathic physicians to register with the Hawaii Department of Public Safety and obtain federal Drug Enforcement Administration registration to prescribe and administer testosterone.

Adds naturopathic physicians to the definition of "practitioner" under the Uniform Controlled Substances Act, specifically for testosterone prescribing authority.

Amends the naturopathic formulary definition to include testosterone while explicitly excluding narcotic drugs from the formulary.

Adds violation of controlled substances laws to the disciplinary grounds for the naturopathic medicine board, except as provided in section 329-122.

Takes effect on July 1, 2070.
