• Requires the City and County of Honolulu to transfer fee simple title of 83 parcels containing public schools to the Department of Education by December 31, 2018, conveyed "as is, where is" via quitclaim deed.

• Grants the Department of Education authority to acquire, hold, improve, lease, and dispose of real and personal property for public educational purposes, including revenue-generating uses that benefit the department's educational mission.

• Exempts lands held by the Department of Education from the definition of "public lands" under Hawaii Revised Statutes, allowing the department greater autonomy in property management and redevelopment.

• Requires legislative approval before the Department of Education may sell or gift any property to which it holds title, with a reversion clause allowing property to revert to Honolulu if not used for public educational purposes.

• Appropriates $100,000 for fiscal year 2018-2019 as a grant-in-aid to the City and County of Honolulu to cover costs of preparing, executing, and recording the quitclaim deeds.
