Amends Hawaii Revised Statutes Section 76-28.5(a) to exclude persons employed in temporary state positions with terms of 89 days or less from receiving any state employee benefits, including benefits under chapters 87A and 88.

Maintains the existing restriction that no department or agency may temporarily employ the same person in the same position funded by general funds for more than two terms of 89 days.

Allows departments or agencies to temporarily employ the same person in the same position for up to eight terms of 89 days within a consecutive 24-month period with governor approval.

Takes effect upon approval.
