Eliminates the distinction between U-drive motor vehicles and other motor vehicles for highway beautification registration fees under Hawaii Revised Statutes Section 286-51.

Establishes a uniform $2 annual registration fee for all motor vehicles that may be increased by county ordinance up to a maximum of $10.

Fees collected are deposited into the "highway beautification and disposal of abandoned or derelict vehicles revolving fund" for county use on highway beautification and abandoned vehicle disposition.

Any fee increases above the base $2 must be expended solely for the purposes of abandoning or derelict vehicle costs, including storage fees negotiated with contracted towing companies.

Takes effect upon approval.
