Adds new section §231 to Hawaii Revised Statutes requiring the Department of Taxation to accompany all revenue estimates provided to the Legislature or executive/administrative offices with a description of the methodology and assumptions used.

Makes revenue estimates and their accompanying descriptions open to public disclosure, inspection, and copying despite confidentiality provisions in sections 235-116, 237-34, 237D-13, and other tax secrecy laws.

Effective date of July 1, 2050.
