Establishes an education special fund within the state treasury to be administered by the Department of Education for funding public education in Hawaii

Allocates 25 percent of all general excise tax revenues to be deposited into the education special fund each fiscal year

Exempts the education special fund from certain fiscal control statutes (sections 36-27, 36-30, and 37-53) while maintaining other standard expenditure controls

Exempts all amounts in the education special fund from state and county taxes and surcharges

Appropriates funds from the education special fund for fiscal year 2018-2019 and directs the Department of Education to expend amounts for public education purposes, effective July 1, 2018
