Adds definition of "metropolitan planning area" to Hawaii Revised Statutes Section 279D-2, referencing 23 United States Code section 134.

Requires metropolitan planning organization policy boards to include at least one member of the state senate who is a resident of the applicable metropolitan planning area, appointed by the senate president.

Requires metropolitan planning organization policy boards to include at least one member of the state house of representatives who is a resident of the applicable metropolitan planning area, appointed by the speaker of the house.

Takes effect July 1, 2050, with incumbent policy board members continuing to serve until their terms expire or they are replaced by the respective legislative presiding officer.
