Requires the Department of Human Services to work with the Department of Public Safety and community organizations to establish a pilot visitation center at one or more correctional facilities (including Waiawa Correctional Center, O'ahu Community Correctional Center, and Women's Community Correctional Center) beginning July 1, 2018, to be operated by a non-profit organization.

Mandates the Department of Human Services and Department of Public Safety to develop a plan by July 1, 2019, for visitation centers at all state-operated correctional facilities.

Visitation centers are to provide trauma-informed services including educating children about parental incarceration, facilitating parent-child relationships, connecting families to community resources, and serving as liaisons between incarcerated parents and their minor children.

Appropriates general revenue funds to the Department of Human Services for fiscal year 2018-2019 to establish, develop, and implement visitation centers.

Takes effect July 1, 2050.
