Proposes a constitutional amendment to Article X, Section 6 of the Hawaii State Constitution to modify the appointment process for the University of Hawaii Board of Regents.

Removes the requirement that the governor appoint board members from pools of qualified candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaii.

Allows the governor to nominate and appoint board members with senate advice and consent, with appointment procedures to be determined by law rather than specified in the constitution.

Requires voters to approve the ballot question: "Shall the constitutional requirement that the governor make appointments to the board of regents of the University of Hawaii from pools of qualified candidates presented to the governor by the candidate advisory council for the board of regents of the University of Hawaii be repealed?"

Amendment takes effect on July 1, 2112, subject to compliance with Article XVII, Section 3 of the Hawaii Constitution.
