Reduces the University of Hawaii Board of Regents from 15 members to 8 members total.

Changes member term length from 5 years to 3 years, with members serving no more than two consecutive 3-year terms.

Restructures geographic representation: 2 members from Hawaii County, 1 from Maui County, 1 from Kauai County, and 2 from Honolulu (one from each congressional district).

Establishes a student member position rotating every two years among student body presidents from UH Manoa, UH Hilo, UH West-Oahu, or UH community colleges, with a 2-year term.

Adds an at-large member position requiring demonstrated expertise in native Hawaiian traditional and customary practices through education, work history, or substantive practitioner experience.
