Prohibits towing companies from towing vehicles parked in stalls with inoperable ticket issuing machines, except under specified conditions.

Requires owners or operators of ticket issuing machines to display a customer service number in a visible, unobstructed location on the machine.

Requires machine owners or operators to be reachable within ten minutes of a customer's initial call and to send an attendant within thirty minutes of notification.

Permits vehicle towing if the parked vehicle owner does not contact the customer service number within two hours of recognizing the machine is inoperable.

Effective upon approval.
