SB 2328 Summary

• Establishes a task force within the University of Hawaii to reduce college costs by identifying no- or low-cost options for general education courses and high-attendance courses.

• Task force membership includes the Board of Regents academic and student affairs committee chair, the vice president for academic planning and policy, academic affairs vice chancellors from all University of Hawaii campuses, faculty representatives, student representatives, and a publishing industry representative.

• Task force shall conduct comprehensive analysis of general education and high-attendance courses to identify no- or low-cost educational material options, including reviewing national best practices and evaluating grant programs for providing affordable educational resources.

• Task force must submit findings and recommendations for supporting no- or low-cost options to the legislature no later than twenty days before the 2019 regular session, including costs for providing all campus faculty and students access to University of Hawaii at Manoa library resources.

• Task force dissolves on July 1, 2019, and the bill takes effect on July 1, 2050.
