SB2334 Summary

• Require the State and counties to incorporate sea level rise predictions and climate change hazard evaluations into multi-hazard mitigation plans, with minimum incorporation of findings from the Hawaii Sea Level Rise Vulnerability and Adaptation Report.

• Direct the Public Utilities Commission to consider findings in the Hawaii Sea Level Rise Vulnerability and Adaptation Report and avoid approving critical electrical infrastructure projects in higher-risk areas.

• Require the State and counties to develop comprehensive pre-disaster planning and post-disaster recovery frameworks addressing sea level rise adaptation strategies in state functional plans, county general plans, and community development plans.

• Mandate that all state or county-funded floodplain mapping include information from the Hawaii Sea Level Rise Vulnerability and Adaptation Report and account for sea level rise in one-hundred-year flood projections.

• Require each county to participate in the community rating system developed by the National Flood Insurance Program; effective July 1, 2030.
