Requires state and county agency contractors disposing of liquid or solid waste to submit receipts from licensed waste management facilities, approved farm lots, or permitted construction sites before receiving full payment for contractual services.

Receipt documentation must include the number of truckloads accepted, type of material received, site address and authorized agent name, and the relevant facility permit or conservation plan number.

Allows partial payment to contractors without a receipt and prior to waste disposal if required by contract or executed agreement.

Prohibits knowingly submitting altered or falsified receipts, with violators subject to section 708-872 penalties.

Effective date: July 1, 2050.
