Establishes automatic restraining orders that take effect upon filing of complaints for annulment, divorce, or separation in Hawaii family court, effective for plaintiffs upon filing and defendants upon service or acceptance of service.

Prohibits parties from selling, transferring, encumbering, concealing, or disposing of property except for reasonable living expenses, ordinary business operations, attorney's fees, written agreements, or court orders.

Restricts parties from incurring debts that burden the other party's credit, changing beneficiaries on life insurance or retirement plans without consent, removing insurance coverage, or relocating minor children from their current island or school.

Allows defendants to file a motion to set aside or modify the restraining order without submitting to court jurisdiction, with expedited hearing; provides that domestic abuse is a defense to enforcement actions.

Restraining order remains in effect during the action unless modified by agreement or court order and is vacated upon entry of final annulment, divorce, or separation decree; effective July 1, 2035.
