Establishes rapid occupational training and certification programs as an explicit purpose of University of Hawaii community colleges to qualify individuals for new and hard-to-fill technical positions in the public and private sectors.

Amends Hawaii Revised Statutes Section 304A-1101(b) to add occupational training programs designed to rapidly prepare persons for technical positions requiring specialized skills.

Appropriates $250,000 from general revenues for fiscal year 2018-2019 to fund the occupational training and certification programs at the University of Hawaii.

Takes effect on July 1, 2018.
