Amends Hawaii Revised Statutes §89-4 to require employees to provide written notification to their exclusive representative to discontinue payroll deductions, rather than notification being submitted by an employee to the employer.

Employees must submit written notification within thirty days before the anniversary date of when they executed their original payroll authorization to stop deductions.

Requires the employee's exclusive representative to provide a copy of the employee's written discontinuation notice to the employer within ten business days of receipt.

Adds a severability clause stating that if any provision is found invalid, the remainder of the section is not affected.

Takes effect on January 1, 2050.
