Establishes a working group under the Department of Human Resources Development to create and implement a supervisory and professional job shadowing pilot project enabling state employees to train for promotion to supervisory or professional positions by shadowing incumbents nearing retirement.

Pilot project includes job shadowing criteria with minimum time periods, standardized performance evaluations, and supervisory or leadership training conducted by the department.

Director of Human Resources Development shall select a department to implement the pilot project and may establish temporary part-time positions to support shadowing participants while maintaining their existing benefits.

Working group includes representation from executive agencies, public sector labor unions, and chairs of the Senate and House labor committees; must submit reports to the legislature prior to the 2019, 2020, 2021, and 2022 regular sessions, with a final report before the 2023 session.

Pilot project runs from July 1, 2018 through June 30, 2022; includes general revenue appropriation for fiscal year 2018-2019 to fund the project and working group operations.
