Expands exemption from union dues to include employees with political objections or sincere religious principles, in addition to the existing religious exemption under Hawaii Revised Statutes Section 89-3.5

Permits exclusive representatives to require objecting employees to pay dues-equivalent amounts to a 501(c)(3) charitable fund chosen by the employee, but excludes funds dealing with religious or collective bargaining issues

Authorizes exclusive representatives to charge objecting employees for the reasonable cost of grievance-arbitration procedures if the employee requests such representation

Repeals the previous language limiting exemptions to employees adhering to established religious tenets and replaces it with broader language accommodating First Amendment political and religious objections

Takes effect upon approval
