Amends Section 89-5 of Hawaii Revised Statutes to grant the Hawaii Labor Relations Board authority to adopt emergency rules when collective bargaining law or its application conflicts with federal or state law and emergency action is urgently needed.

Emergency rules may be adopted to conform with federal or state law requirements, implement federally or state-mandated rights, clarify existing law, stabilize public employment relations, avoid disruption of government operations, facilitate board or legislative study, reinforce state public policy, or temporarily resolve practical problems.

Establishes that emergency rules must be adopted in accordance with Sections 91-3 and 91-4 of Hawaii Revised Statutes (administrative procedures for emergency rulemaking).

Renumbers existing paragraph (10) to paragraph (11) regarding timely execution of board responsibilities.

Takes effect January 1, 2045.
