Permits advanced practice registered nurses to certify employee disability for temporary disability insurance benefits, in addition to physicians, surgeons, dentists, chiropractors, osteopaths, and naturopathic medicine practitioners.

Increases the penalty for employers who fail to submit timely wage and employment information from $10 to $250 per delinquent request when good cause is not shown.

Allows appeals of temporary disability insurance decisions to be filed at any statewide office of the Department of Labor and Industrial Relations, rather than limiting filing to specific county offices.

Requires the Department to send hearing notices by electronic service or first-class mail at least 15 calendar days before the hearing, with alternative online posting on the Department's webpage if the primary methods are unsuccessful.

Permits parties to appeals to appear in person, by telephone, or by other approved communication devices, and allows hearings to be held in any county subject to objection by parties for good cause.

Effective January 1, 2050.
