SB2383 Summary

• Expands the National Certification Incentive Program to include school psychologists certified by the National Association of School Psychologists, in addition to teachers certified by the National Board for Professional Teaching Standards.

• Provides $5,000 annual bonuses for teachers and school psychologists maintaining current national certification, with an additional $5,000 bonus for those employed at schools identified for comprehensive or targeted support and improvement, with high turnover rates, or classified as hard-to-fill.

• Extends additional $5,000 annual bonuses to teachers and school psychologists who continue working at schools after they lose their qualifying designation, through the end of their current national certification or until they leave the school.

• Amends charter school funding calculations to exclude teacher incentive programs, bonuses, and compensation beyond regular wages from per-pupil allocations, requiring these costs as separate line items in appropriations acts beginning fiscal year 2018-2019.

• Appropriates general revenue funds for fiscal year 2018-2019 to pay for collectively bargained placement bonuses and National Certification Incentive Program bonuses for public school teachers, charter school teachers, and school psychologists.
