Establishes a temporary telecommuting task force within the Department of Human Resources Development to develop incentives and recommendations for expanding telecommuting in public and private sectors.

Task force composition includes two legislative appointees each from senate and house (one public sector, one private sector member each), six state department directors or designees, one Hawaii Government Employees Association member, and one local business organization member, chaired by the Director of Human Resources Development.

Task force shall develop incentives to reduce commuting costs and traffic congestion, establish public and private sector subcommittees, create a public awareness campaign plan, and study telecommuting policies of the federal government and similarly-sized jurisdictions.

Task force shall submit a draft report to the legislative reference bureau by June 30, 2019, and a final report with findings and recommendations to the legislature by August 1, 2019.

Task force ceases to exist on June 30, 2020, and the Act takes effect on January 1, 2050.
