Amends the definition of "debilitating medical condition" in Hawaii Revised Statutes Section 329-121 to include opioid use disorders, substance use disorders, and withdrawal symptoms resulting from treatment of these conditions as qualifying conditions for medical cannabis use.

Adds opioid use and substance use disorders as a new category (3) within the definition of debilitating medical conditions eligible for medical cannabis treatment.

Renumbers the existing provision for other medical conditions approved by the Department of Health from (3) to (4).

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
