SB2424 Summary

• Authorizes construction and use of micro housing units (less than 800 square feet with kitchen, bathroom, and appliances) on Hawaiian home lands approved by the Department of Hawaiian Home Lands, notwithstanding county zoning laws, for lessees meeting minimum Hawaiian blood quantum requirements.

• Allows the Hawaiian Home Loan Fund and Hawaiian Home General Loan Fund to provide loans up to $125,000 to qualifying lessees for purchase or lease of micro housing units on Hawaiian home lands.

• Appropriates unspecified funds for fiscal year 2018-2019 to construct micro housing units (not exceeding $125,000 per unit) with matching funds from the Native Community Development Financial Institutions Program.

• Appropriates unspecified funds for fiscal year 2018-2019 to build organizational capacity of native Hawaiian-controlled nonprofit housing developers with boards that are at least 51% native Hawaiian and have demonstrated experience developing housing on Hawaiian home lands.

• Takes effect July 1, 2050, except section 2 which requires U.S. Congress consent to take effect.
