Amends Hawaii Revised Statutes Section 52D-6 to require police chiefs to conduct background checks on prospective officers, including review of personnel files from previous law enforcement employers.

Requires police chiefs to deny employment to prospective officers whose previous law enforcement position was terminated while in poor employment standing, defined as termination due to misconduct or resignation as alternative to termination for misconduct.

Amends Section 353C-4 to apply the same background check and disqualification requirements to prospective public safety officers with police powers appointed by the director of public safety.

Defines "law enforcement officer" as any police officer or person granted police powers by federal, state, or local agencies in the United States.

Takes effect July 1, 2050.
