Authorizes the department of budget and finance to issue special purpose revenue bonds not to exceed $50,000,000 to assist Kunoa Cattle Company, LLC, a Hawaii corporation.

Bond proceeds may be used for construction of a multi-species livestock farm, expansion of slaughter and processing infrastructure, development of distribution assets and agritourism services, and expansion of renewable energy assets.

Authorizes the department to issue refunding bonds after June 30, 2023, in whatever amounts necessary to refund outstanding bonds under this Act, subject to federal tax law compliance.

Authorization to issue special purpose revenue bonds under this Act lapses on June 30, 2023.

Effective date is July 1, 2018.
