Establishes 2 permanent full-time equivalent (2.0 FTE) program specialist positions within the office of language access to assist state agencies and state-funded agencies in implementing Hawaii's language access law.

Appropriates general revenues from the State of Hawaii for fiscal year 2018-2019 to fund these two new positions within the office of language access under the department of health.

Addresses staffing shortages in the office of language access, which has operated with only 3 authorized full-time equivalent positions since 2013 and has been unable to fully perform compliance and technical assistance functions.

Aims to enable state agencies to implement language access plans and ensure limited English proficient individuals have meaningful access to state-provided and state-funded services in Hawaii.
