Establishes the Agriculture Accelerator Program to be administered by the Agribusiness Development Corporation, allowing it to provide funds to existing or new agriculture businesses engaged in farming, aquaculture, or ranching in return for 1-6% equity.

Specifies permitted uses of program funds include purchasing equipment, improving energy efficiency, constructing processing and packaging facilities, training in food safety technology, acquiring branding and marketing support, and other board-approved uses.

Creates the Agriculture Accelerator Special Fund within the state treasury to be funded by legislative appropriations, grants, donations, and earned interest.

Authorizes the corporation to invest in agriculture businesses approved by its Board of Directors in return for equity stakes in those businesses.

Requires the Board to adopt rules under Chapter 91 to implement the program provisions, with an effective date of July 31, 2150.
