Requires the Department of Business, Economic Development, and Tourism to develop regional economic plans for each county based on existing development or community plan boundaries to provide jobs in urban and rural areas.

Mandates the Department of Business, Economic Development, and Tourism to work with the Department of Education and University of Hawaii to develop K-12 educational pathways in schools that emphasize skills matching the State's specific industry needs.

Addresses concerns that Hawaii residents often live and work in separate regions, with limited areas where populations live and work in the same area except urban Honolulu and military base areas.

Responds to issues of lower-wage visitor industry jobs, high housing costs outpacing wages, insufficient high-wage skilled job opportunities, and a net population loss of 37 people per day from Hawaii according to the U.S. Census Bureau.
