SB2525 Summary

• Establishes the East Kapolei community development district under the Hawaii Community Development Authority with boundaries defined by the East Kapolei neighborhood transit-oriented development plan approved by the Honolulu City Council.

• Adds seven guiding development principles for the East Kapolei district focused on transit integration, multi-modal transportation, mixed-use vibrant communities, public gathering spaces, unique rail station areas, diverse housing options, and reduced automobile usage.

• Creates the East Kapolei community development revolving fund to receive all revenues, grants, donations, and legislative appropriations for district operations and development purposes.

• Expands HCDA board membership to include three representatives of the East Kapolei district (two residents and one small business owner or nonprofit officer) and reorganizes existing district representatives into formalized subcategories.

• Requires HCDA to establish a transition plan by January 1, 2020 to return planning, zoning, and infrastructure development responsibilities of the Kakaako district to the City and County of Honolulu by July 1, 2024.
