Requires the liquor commission to streamline approval of temporary liquor licenses for nonprofit organizations' one-day fundraising events by waiving hearings, fees, notarization requirements, floor plans, and criminal history record checks (except for executive director background check).

Permits nonprofit organizations holding temporary licenses for fundraising events to auction off liquor in sealed or covered glass, ceramic, or metal containers or liquor-providing services at live or silent auctions.

Removes from statute the catch-all factor allowing the liquor commission to consider "any other considerations deemed by the commission to affect the matter of the application" when reviewing previously denied, refused, or withdrawn liquor license applications.

Maintains existing temporary license requirements for non-fundraising purposes, including one-year prior operation requirement, surrender of existing license, application filing, and license duration limits of up to 120 days with one 120-day renewal option.
