Requires the Invasive Species Council to maintain a list of priority invasive species and diseases posing high risk to public health, safety, the environment, or agriculture.

Authorizes the Board of Land and Natural Resources to add species to the priority list without following standard administrative rule procedures (chapter 91) in emergency situations; species remain listed for one year and may be renewed for one additional year.

Allows state departments and counties to enter private property to control or eradicate priority invasive species or newly-detected species after providing reasonable notice to the property owner; entry may be made based on reasonable suspicion of the species' presence.

Requires the council to initiate formal rule-making procedures to permanently include species that were added to the list under emergency provisions.

Effective date: July 1, 2035.
